I am almost certain that the close season on rivers is for all fishing except game fishing which has a different close season. Eels come in the category of coarse fish so cannot be fished for in inland waters with rod and line during the close fishing season. I think there is an exception on tidal stretches of water but only from certain points where these waters are classed as salt water, The Thames estuary for instance.

Maybe you should have a look at the EA rules and regulations on their website.

This is taken from the Midlands region bylaws for last year:

It shall be lawful to fish for eels with a rod and line during the annual close season for fish in the Midlands region, provided that the hook used shall have a gape of not less than 12.7mm (0.5 inches).

There are also restrictions on the baits that you can use but from what I can work out you are allowed to use: Artificial or natural flies (excluding bloodworm, joker & other midge larve), spinners, minnows, worms prawns & shrimps. There is also a restriction on using a float.

I wouldn't like to even attemp trying to catch an eel on a fly.... keep the rivers rod and line free in the close season.... coarse fishing wise anyway.
